NOV. 13, 2025 | Following 43 days of funding lapse and the longest shutdown in the nation's history, the federal government is back in business. Passing the House by 222 votes, including a number of Democrats voting with the Republicans to end the shutdown, last night, President Trump signed the spending legislation into law.
The package provides full-year funding for three of the 12 annual appropriations bills, currently including Agriculture, Military Construction–VA, and the Legislative Branch, while extending short-term funding for the remaining agencies to Jan. 30, 2026. Addressing the heart of the cause of the shutdown, Senate Majority Leader John Thune (R-S.D.) pledged to schedule a mid-December vote on Affordable Care Act premium subsidy provisions, though House Speaker Mike Johnson (R-La.) has made no commitment to scheduling a corresponding vote in the lower chamber.
The House will now adjourn for the weekend and return for the week before Thanksgiving break. Congress will need to advance the remaining nine full-year bills before the January deadline to avoid another shutdown.
